Early Childhood Learning Center (ECLC) Job Title:
ECLC Director General Definition:
Under the direction of the Tribal Administrator the ECLC Director works in planning, curriculum/budget development and staffing of the Eastern Shawnee Tribe of Oklahoma ( ESTOO) ECLC.
They will sit in planning meetings for the development of the facility, lead the process in the development of an enriched curriculum and manage the staffing of ECLC to ensure compliance with all local, Tribal, and Federal laws governing childhood learning with grant requirements.
They are directly responsible for the training and scheduling of all ECLC staff working with them to develop a curriculum that meets all regulations and requirements.
The highest duty of this position is excellence in customer service to Tribal citizens and the community.

Tribal Administrator Supervision Exercised:
Supervises a staff of 28-35 employees either directly or through subordinate supervisors.
Essential Job Functions:
Submits curriculum and budgets for approval that meet and exceed guidelines established for the development and management of ESTOO's ECLC.
Participates actively in planning meetings for the development, completion and staffing of ECLC.
Is responsible for the application and implementation of the Child and Adult Care Food Program following all applicable guidelines.
Maintains a current Tribal or State of Oklahoma Daycare License and adheres to all rules and regulations.
Receives appropriate approval from the Tribal Administrator and Chief on major program initiatives as well as appropriate goals and objectives.
Maintains proper financial records following established ESTOO policies and procedures.
Responsible for the advertisement, recruitment and enrollment of all children.
Communicates and works harmoniously with diverse families, various professionals and community groups/organizations.
Plans, implements and evaluates maintains high quality, age-appropriate child learning programs in each classroom that meet requirements and follow ESTOO's established policies and procedures.
Schedules the work of qualified employees ensuring adequate staffing that meet the needs of ECLC and maintains appropriate student/teacher ratio.
Ensures all staff receives regular appropriate continued education and training.
This duty is coordinated with the ESTOO Program Coordinator of the Child Care & Development fund (CCDF), which provides funding for training and educational assistance for staff to further their knowledge and education in early childhood and management.
Greets the public, parents, vendors, and visitors as they enter ECLC.
Must be able to work with all types of people in a professional manner.

MINIMUM
Qualifications:
Education:
High School Diploma or GED required.
Enrollment in the Oklahoma Center for Early Childhood Professional Development (CECPD) for the Oklahoma Director Credential (ODC) at the Bronze level or higher.
Associate degree, or higher from an accredited college with the following:
6 approved credit hours in Early Childhood Education/Child Development 3 approved credit hours in Business or related courses 1 year of experience in Early Childhood setting or 2 college semesters of documented administration internship or supervised lab Experience working with a Native American Tribe preferred.
Knowledge, Skills, and Abilities:
Excellent verbal and written communication Organizational skills Detail oriented Multi-Tasking and time management skills Data management, and spreadsheet maintenance skills Office management skills, including but not limited to typing, data entry, record keeping and filing Knowledge of Microsoft Office (Word, Excel, PowerPoint) and a high aptitude to learn additional software programs including those tribal specific and pertinent to the position (Rite Track, Microix, etc.
).
Excellent customer service and conflict resolution skills.

Must be able to pass a high-level adjudicated background check as a condition of employment.
Must be able to complete pre-employment drug test with a negative result.
